The job is the second-most important industry after mining and quarrying.
In fact, as many as 40 per cent of the work done by construction workers is for construction.
The demand for construction workers has been increasing rapidly in the past few years.
The government has started issuing construction permits for all types of work including cement and concrete.
There are over 1,000 construction permits issued by the department of engineering and planning (DEP) across the country.
But the government has not done much to ensure that construction jobs are filled by the local population, especially the lower-middle-class.
Some of these lower-class workers are the ones who have to live on a small plot of land and are forced to earn a living in other areas.
The shortage of construction workers, the lack of proper infrastructure and poor infrastructure in many parts of the country have made many of these jobs extremely difficult.
These are the issues that have led to a shortage of workers in the construction industry.
As per a survey by the Construction Industry Association of India (CII), more than 90 per cent construction jobs were vacant in 2015-16.
More than 70 per cent were held by the lower middle-class in the country and only about 8 per cent by the upper middle-classes.
According to the survey, more than 30 per cent labourers were unemployed and around 20 per cent had only one job.
The average income of construction labourers is Rs. 2,200 per month and the average salary of their employers is Rs 7,400.
In urban areas, the average income is around Rs 3,000 per month while the average pay of the employers is between Rs 6,000 and Rs 7 and a half lakh.
For the labourers who have only one occupation, they have to earn between Rs 1,200 and Rs 2,000 a month.
They are unable to find employment in other industries.
With so many vacancies, the construction sector is in crisis.
According the report, the rate of construction job vacancies is more than 15 times that of other industries and construction workers earn more than construction professionals.
